It's possible to look at an individual teacher's effectiveness compared to the effectiveness of the grade level as a whole. One of the best ways to convince a resistant teacher is to show her the effectiveness of her class versus the total effectiveness of the other classes at the grade level. If her students' scores haven't improved as much as the grade-level total, ask why she thinks that is so.

Keep in mind that it's always harder to close the gap for higher grades than lower grades. Moving students up a level is easier with kindergarten students than it is with 4th graders. When a school builds a reliable firewall at the lowest grades, fewer students will reach 4th grade reading at the Below Benchmark level. One 95 Percent Group client in California who has been implementing MTSS districtwide for a few years reported that the district had no intervention groups in 4th grade in its fourth year of implementation—an incredible accomplishment!
